Taxation and Legislation

The Carbon Tax was proposed many years ago but has been resisted by the major industrialised nations. Must it now be reconsidered as a tool to enable renewable energy to compete with the established fossil fuels?

Should it be light or punitive? How should the tax be used?

What examples are in use and how have they fared?

George Monbiot and others propose a rationing system to share the rights to emit fairly. Could this enable deep enough cuts and change our way of life sufficiently? How would the changes to vehicles and buildings be financed without additional related tax revenues?
